SUMMARY DESCRIPTION
Under general direction from management or supervisory staff, the Public Safety Dispatch Supervisor is a civilian position responsible for scheduling, coordinating and participating in the Communications section (Communications Center) of the Police Department; provides administrative assistance as assigned; and functions as a member of the Department's dispatch team.

IDENTIFYING CHARACTERISTICS
The Public Safety Dispatch Supervisor is a multiple position class within the Police Department where the focus is on the direct supervision and coordination of a small work unit and also includes significant hands-on work activities. Incumbents within this class are distinguished by the performance of the full range of duties as assigned including supervising, scheduling and coordinating the activities of the Communication Center. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. The incumbent exercises direct and indirect supervision over clerical, full-time, part-time and temporary personnel and independent contractors. Examples of Duties: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  1. Supervises the Public Safety Communications Center, to include dispatch scheduling; employee evaluations; disciplinary actions; new employee orientation; development and implementation of training programs both in service and POST-certified; coordinates and runs dispatch meetings, and approves reports.
  2. Maintains system administrative duties for Cyrun report writing/computer aided dispatch system, Vesta phone system, multi-frequency computerized radio system, Voice Print recording system, and 3M DMS Manager road sign system.
  3. Supervises and maintains compliance of the Emergency Medical Dispatch program; maintains bi-annual certification of employees, coordinates with county and state agencies, maintains training and continuing dispatch education, oversees quality control assurance protocols, and serves as EMD Training Program Manager as required by county EMS director.
  4. Maintains compliance with Federal Communications Commission.
  5. Records audio tapes from Voice Print system as needed for evidence or information and documents recordings as necessary. Serves as custodian of dispatch records for judicial systems, to include responding to subpoenas from the District Attorney and testifying in court.
  6. Receives and responds to audits from the California Department of Justice regarding the California Law Enforcement Telecommunications systems (CLETS). Trains employees in the use, laws and liability issues of CLETS.
  7. Processes and maintains 911 raw data.
  8. Works in concert with Sergeants and supervisory staff in creating and implementing policies and procedures.
  9. Attends California CLETS Users Group and NENA conferences/trainings.
  10. Works with City Purchasing Department on RFPs for major purchases.
  11. Miscellaneous duties as assigned, to include issuance and maintenance of department-assigned pagers and cell phones, issuance and data input for door codes, supervises security of petty cash, and maintenance of employee address and phone numbers.
  12. Performs related duties as required.
Typical Qualifications: The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: In addition to the requirements of a Public Safety Dispatcher for the City: Principles and practices of public safety communications. Operational characteristics and required resources of a Public Safety Communications Center. Pertinent codes, regulations and laws governing a Public Safety Communications Center. Principles and practices of effective office management, supervision, training and evaluation. Effective time management skills. Criminal justice procedures. Research techniques and procedures. Basic computer principles. Preparing and maintaining budgets.
Ability to: In addition to the requirements of a Public Safety Dispatcher for the City: Know and understand all aspects of the job. Analyze work papers, reports and special projects. Identify and interpret technical and numerical information. Observe and problem solve operational and technical policy and procedures. Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. Perform complex administrative work. Effectively manage, supervise, train and evaluate assigned personnel. Compile and maintain complex and extensive records; prepare related reports. Troubleshoot applicable communication systems. Work under stress and exercise good judgment in emergency situations. Adjust quickly to changing situations. Work irregular hours and shifts. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: Equivalent to an Associate's degree from an accredited college or university with major course work in police science, criminal justice administration, public administration or a closely related field or a related field. Experience: Three years of increasingly responsible dispatching experience in a law enforcement agency involving dispatch communication systems and some supervisory experience.

Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.
